Because of his extensive experience as a pro tem judge, arbitrator, and mediator in the Shasta County Courts, as a commercial arbitrator for the American Arbitration Association, and mediator for the Dispute Resolution Panel of the U.S. Bankruptcy Court for the Eastern District of California, Mr. Cowan is also available for private mediation and arbitration of civil controversies.
